A staircase can look finished long before it is safe, comfortable to use or ready for Building Control. The question of when do stairs need handrails is not only about avoiding a fall. It affects the stair layout, the guarding detail, the fixing method and the material you choose - particularly where a modern glass balustrade is part of the design.
For homeowners, builders and developers, the sensible approach is to establish the requirement before ordering glass, posts or wall brackets. Retrofitting a handrail after the staircase is complete can restrict the finished look and add unnecessary cost.
When do stairs need handrails under UK rules?
For work in England, Approved Document K is the usual starting point for stair safety. As a general rule, a flight of stairs should have a handrail where the total rise is more than 600mm. A short change in level may not trigger the same requirement, but it can still benefit from a handrail where users are likely to need support, such as at an entrance, on external steps or in accommodation used by older people.
A stairway less than 1 metre wide generally needs a handrail to one side. Where the stair is 1 metre wide or more, handrails are generally required on both sides. This gives users a secure grip whichever side they use and is especially relevant in busy commercial settings, shared blocks and family homes where people may be carrying items upstairs.
These are practical baseline rules, not a substitute for checking the detail of a particular project. Building Regulations differ across the UK. England uses Approved Documents, while Wales, Scotland and Northern Ireland have their own standards and guidance. A new-build development, loft conversion, change of use, commercial refurbishment or stair serving a communal area may also have additional requirements. Confirm the design with Building Control or the project designer before fabrication begins.
A handrail is not the same as guarding
This distinction catches out many property owners. A handrail is there to provide something firm to hold while going up or down the stairs. Guarding, often called a balustrade, prevents someone falling from the open side of a stair, landing, balcony or raised edge.
A wall-mounted rail on an enclosed staircase may satisfy the need for a handhold, but it will not protect an open stair edge. Equally, a glass balustrade may provide guarding but still need a properly designed handrail, depending on its height, profile and intended use.
On domestic stairs and landings, guarding is commonly required where there is a drop of more than 600mm. The required guarding height and opening restrictions depend on the location and building type. For a typical private dwelling, guarding is often at least 900mm high on stairs and landings. Other applications, including commercial and public-access settings, can demand different heights, loading performance and detailing.
Do not assume that any piece of glass fixed beside a staircase is automatically a compliant balustrade. The glass specification, base channel or post system, handrail arrangement, edge protection and substrate fixings all work together. A good-looking installation with inadequate fixing into a timber stair string, weak concrete edge or unsuitable steelwork is not an acceptable solution.
Handrail height, grip and continuity matter
Where a handrail is required, its position has to be usable. In many standard stair applications, the handrail height is typically between 900mm and 1000mm, measured from the pitch line of the stairs or from the floor level on a landing. The exact measurement and any exceptions should be checked against the applicable guidance for the project.
A handrail also needs to be easy to grasp. Oversized square sections, sharp edges and decorative profiles can look distinctive but may not give users a reliable grip. Stainless steel tube remains a popular choice because it is smooth, durable and straightforward to clean, while a carefully selected timber rail can suit more traditional interiors.
Continuity is just as important. A user should not lose their support halfway through a flight because a newel post, glass clamp or change in direction has interrupted the rail. At landings, turns and winder stairs, the route of the rail needs proper thought. This is where an experienced survey can prevent awkward junctions and improvised site fixes.
In accessible or public-facing environments, additional expectations may apply. These can include more demanding handrail arrangements, contrast between the rail and its background, clear clearance from walls, and extensions beyond the first and last step. Do not copy a domestic staircase detail into a shop, office, school or communal block without checking the relevant requirements.
Internal staircases: common situations
Most internal domestic stairs with a normal floor-to-floor rise will exceed 600mm, so a handrail is normally part of the finished design. An enclosed staircase may only need a rail on the wall side, while an open-plan staircase may combine a wall handrail with glass guarding on the exposed side.
Loft conversions deserve particular attention. Space is often tight, the pitch can be steeper and the top landing may be constrained by roof geometry. A slim stainless steel handrail or a discreet cap rail on a glass balustrade can preserve light without sacrificing a secure handhold. The key is to plan the rail with the staircase rather than treating it as an afterthought.
For existing homes, Building Regulations are not generally retrospective simply because an older stair lacks a handrail. However, when you carry out controlled building work or substantially alter the staircase, current standards may become relevant. More importantly, fitting a rail is often a straightforward safety improvement in a home used by children, older relatives or anyone with limited mobility.
External steps and garden access
External stairs need the same practical consideration, with added exposure to rain, frost, algae and corrosion. Steps leading from a patio, raised deck, front entrance or terrace may be relatively short, but a handrail can still be the sensible choice where the surface becomes slippery or the route is used after dark.
For outdoor installations, material quality matters. Satin polished 316 grade stainless steel offers strong corrosion resistance and is well suited to exposed locations, particularly in coastal areas or where weathering is severe. Correctly specified glass and stainless steel systems keep the view open while giving the edge of a deck or external stair a solid, purposeful finish.
External rails must be fixed into a structure capable of carrying the required loads. Paving slabs, loose decking boards and lightweight garden walls are not automatically suitable fixing points. The support below the finished surface needs checking before brackets, posts or channels are selected.
Glass stair balustrades: where handrails fit
Frameless glass can create clean sightlines on a staircase, but it is not a shortcut around compliance. In many cases, a top-mounted handrail or cap rail is the most direct way to provide a comfortable grip while also protecting the glass edge. It can also improve the overall stiffness and feel of the installation.
There are projects where a handrail fixed to the adjacent wall is preferable, leaving the glass edge visually clear. This can work well when the wall rail is continuous, correctly positioned and the glass system has been designed independently as compliant guarding. The right answer depends on the stair width, whether one or both sides are open, the structural support available and the desired finish.
Glass type should never be selected on appearance alone. Staircase guarding must be designed for the applicable line loads and impact performance, with the correct glass build-up for the system. Toughened laminated glass is often specified for safety-critical balustrade applications because it is designed to retain a barrier after breakage, but the final specification must match the engineering of the complete installation.
Avoid these expensive handrail mistakes
The most common mistake is measuring only the length of the flight and ordering a rail before checking stair width, pitch, landing returns and fixing positions. Another is treating the top of a glass panel as a handrail without confirming that it has the right height, grip and structural performance.
It is also risky to use interior-grade components outside, mix stainless steel grades in an exposed location, or fix a rail into plasterboard without locating suitable structural support. Each shortcut can create movement, staining, poor appearance or a safety issue later.
For trade customers, the best route is to provide clear site dimensions, photographs, substrate details and the intended use of the building at quotation stage. For homeowners, a survey is often money well spent because it confirms what can be fixed where and whether the stair needs guarding as well as a handrail.
A properly specified handrail should feel natural from the first step, not like a late addition made to satisfy a rule.
